2012年9月21日至9月22日，以“中欧百年法学教育交流：过去、现在与未来”为主题的第二届中欧法学院院长联席会议在中国人民大学顺利召开。本次会议由中国人民大学法学院主办，会议旨在加强我国法学院与欧洲国家的法学院以及研究机构的交流与合作，探索全球化背景下中欧法学教育新的合作机制，借鉴欧洲国家法学教育的先进经验，促进国际化法学人才的培养。牛津大学法学院、慕尼黑大学法学院、法兰克福大学法学院、柏林洪堡大学法学院、日内瓦大学法学院、马赛大学法学院、西班牙巴塞罗那自治大学法学院、荷兰蒂尔堡大学法学院、奥地利维也纳大学法学院等在内的25位欧洲著名法学院校院长出席会议，中国人民大学、北京大 学、清华大学、中国政法大学等50余所中国法学院校的60多位院（校）长也出席会议。
9月21日，第二届中欧法学院院长联席会议的开幕式在中国人民大学明德法学楼601国际报告厅举行。最高人民法院原院长、首席大法官、中国人民大学法学发展国际顾问委员会主席肖扬、欧盟驻华公使Carmen Cano de Lasala、中国人民大学党委书记、校务委员会主席程天权教授、德国柏林洪堡大学法学院院长Reinhard Singer教授和中国人民大学法学院院长韩大元教授分别在开幕式致辞。开幕式由中国人民大学法学院学术委员会主席朱景文教授主持。
最高人民法院原院长、首席大法官肖扬在致辞时指出，“中欧法学院院长联席会议”是中国与欧洲法学教育界一次大型学术交流活动，对于中国和欧洲各国法律、法学界相互交流，增进了解，加强合作具有重要的推动作用。中国与欧洲各国在政治、经济、文化、法律制度等诸多方面都存在着很大差异，法律体系和司法体制也各有特色，“但这并不妨碍双方的交流与合作，因为我们都有一个共同的希望，那就是使世界优秀法律文化得到充分发扬，使人类优秀法治文明成果在交汇和融合中不断得到丰富和发展。”
中国人民大学党委书记程天权教授表示，中欧法学院院长联席会议作为中国和欧洲法学学术界、教育界合作交流、共谋发展的良好平台，自2000年举办首届联席会议以来，对于推动中欧法学教育的发展具有重要的影响作用。高等教育的发展，需要加强国际理解教育，推动跨文化交流，增进学生对不同国家、不同文化的认识和理解，要适应国家经济社会对外开放的要求，培养大批具有国际视野、通晓国际规则、能够参与国际事务和国际竞争的国际化人才。
中国人民大学法学院院长韩大元指出，法学教育事关国家法治发展的前途。从法治建设的发展趋势来看,法学教育的目标是造就大批具有健全人格的法律职业者、培育职业法律家群体、培养大量高素质的法律人，从而推动法治的发展。在全球化背景下，法学教育需要改革以国内法为主、学科界限分割严重、封闭式的法学教育模式,积极思考面向国际舞台的国际化法律人才培养模式。要完善法学教育国际合作与交流的创新机制，提高实效性，让学生分享经验，培养学生的国际化意识，拓展 交流领域。在法学教育的发展过程中我们应该关心如何通过法学教育推动法治，维护地区和世界和平，以开放的理念，履行法学教育的社会责任。韩大元院长表示， 中国人民大学法学院希望与国内外兄弟院校一道，顺应时代潮流，勇担历史重任，努力推动中欧乃至世界法学教育和法治事业的新发展。
人大法学院将通过进一步促进与世界各国和地区大学间的合作，构建学生交流的桥梁，为学生提供体会不同政治、历史、社会与文化之间的异同的机会，以增进了解，开拓国际视野，培养更多的国际化法律人才。
本届会议为期2天，分别讨论“中欧法学教育”、“中欧法学教育交流”、“全球化对中欧法学教育的影响及新趋势”、“展望未来法学教育合作与交流”、“学生参与中欧法学教育交流及其期待”5个主题。在会议的第一单元，与会人员共同回顾了中欧法学教育，共享了法学教育的经验。清华大学法学院院长王振民教授、慕 尼黑大学法学院副院长Moris LEHNER教授、西北政法大学校长贾宇教授和法兰克福大学原副校长、法学院原院长Ingwer Ebsen教授主持会议。
中国人民大学副校长王利明教授首先作了题为《全球化背景下中国法学教育》的演讲，概览了中国法学教育在全球化大背景下的变化和趋势。王利明教授指出，当前法学教育面临的挑战是亟需培养更多具有国际视野和国际交往能力的涉外法律专业人才。这些年中国企业“走出去”遇到一个很大困难就是法律障碍。由于对所在国的法律不了解，有的企业承受了巨大损失。中国优秀的涉外律师缺乏，在国际仲裁机构胜任仲裁员的人数也较少，在全球化背景下培养一大批高级涉外法律人才需提到议事日 程。谈到如何培养涉外法精英人才，王利明教授说，可以通过国际留学和中外合作办学并举的模式培养。由于国际留学费用不菲，有些有才华的学生未必能负担得 起，因此通过高质量的中外合作办学有助于这一目标的实现。
随后，牛津大学法学院院长Timothy Endicott教授作题为《古老的大学，21世纪的法学院》，德国维尔茨堡大学法学院院长Eric Hilgendorf教授作题为《德国的法学教育—简短概述》，奥地利维也纳大学法学院副院长August Reinisch教授演讲《奥地利关于法学教育的欧洲视角》，俄罗斯远东联邦大学副校长，法学院院长Vladimir I. Kurilo教授演讲《远东联邦大学法学院：我们能共同做什么》，分享了各国法学教育的经验。吉林大学法学院院长姚建宗教授、德国柏林洪堡大学法学院院长 Reinhard Singer教授、华东政法大学国际法学院院长刘宁元教授进行了评议。
21日下午，北京大学法学院院长张守文教授、海德堡科技大学副校长Gustav Rückemann教授主持会议的第二单元，总结过去数十年里中欧法学教育交流。中国政法大学中欧法学院院长方流芳教授作了题为《法学教育国际化和中国法学教育自身的发展》的演讲。德国法兰克福大学原副校长、法学院原院长Ingwer Ebsen教授，芬兰拉普兰大学法学院院长Matti Niemivuo教授，分别回顾了中国与德国、芬兰的法学教育合作。院副院长王轶教授作了题为《中欧民法领域交流的过去、现在和未来》的演讲，分析了中 欧在民法领域的交流合作情况。中国政法大学民商经济法学院院长王卫国教授和法国艾克斯马斯大学法学院欧亚所所长金邦贵教授担任本单元的评议人。
随后，会议进入第三单元——全球化对中欧法学教育的影响及新趋势。德国柏林洪堡大学法学院院长Reinhard Singer教授作题为《抄袭及其对德国博士学位的影响》。上海大学法学院院长沈四宝教授作题为《国际化法学人才培养的若干思考》的演讲，蒂尔堡大学法学 院副院长Stavros Zouridis教授作题为《从法律学院到法学院》的演讲。中国社科院法学研究所所长助理、法学系常务副主任冀祥德教授作 题为《论中国法科研究生培养模式的转型》的演讲。北京外国语大学法学院院长万猛教授作题为《站在流沙上的中国法学教育》的演讲。该单元由厦门大学法学院院 长徐崇利教授和瑞士日内瓦大学法学院院长Christine CHAPPUIS教授主持，中国政法大学比较法研究院院长高祥、秘鲁太平洋大学法学院院长Fernando Cantuarias Salaverry教授和南京师范大学法学院院长李力教授评议。
22日上午，会议继续讨论全球化对中欧法学教育的影响和新趋势。中国人民大学法学院党委书记兼副院长林嘉教授和德国法兰克福大学法律与金融研究所执行委员会委员Manfred Wandt教授主持会议。葡萄牙天主教大学法学院院长Luís Barreto Xavier教授、南京大学法学院副院长、杨春福教授、海德堡科技大学法学院院长Carolin Sutter教授、卑尔根大学法学院院长、Asbjørn Strandbakken教授和武汉大学法学院副院长冯果教授分别做演讲。重庆大学法学院陈忠林教授、远东联邦大学法学院Korobeev Alexander I 教授和东南大学法学院院长周佑勇教授评议。
紧接着，会议进入第四单元，展望未来法学教育合作与交流。会议由中央财经大学法学院院长郭锋教授和英国肯特大学法学院国际学习部主任Lisa Marie Pethick主持。Christine CHAPPUIS教作题为《讲授跨国合同法：日内瓦经验》的演讲，Manfred Wand教授作题为《法兰克福大学法律与金融研究所的金融法学硕士项目以及法律与金融研究所与中国高校的合作》的演讲，Alexander H. E. Morawa教授演讲《全球项目：卢塞恩大学法学院全球法学项目》，西班牙巴塞罗那自治大学法学院院长Josep M. de Dios Marcer教授演讲《中欧的律师联合培养》，中国人民大学法学院朱岩教授演讲《中欧未来法学教育交流设想》。海德堡科技大学法学院院长Carolin Sutter教授、北京师范大学法学院刑事法律科学研究院常务副院长卢建平教授和安徽大学法学院院长程雁雷教授担任该部分的评议人。
会议第五单元由南开大学法学院院长左海聪教授、Matti Niemivuo主持。对外经贸大学法学院院长王军教授作题为《国际化实验班项目》的演讲 。慕尼黑大学法学院副院长Moris LEHNER教授和中国人民大学法学院冯玉军教授讨论了《暑期学校与LLM项目：年轻一代的国际交流社区》。奥地利维也纳大学法学院副院长August Reinisch教授和中国人民大学法学院丁相顺教授担任评议人。
第六单元，会议以“学生参与中欧法学教育交流及其期待”为主题。山东大学法学院院长齐延平教授和金邦贵教授主持。中国人民大学法学院教师代表郑爱青、法官代表代秋影、公 司法务代表李艳和我院学生代表刘北溟先后发言。评议人由瑞士卢塞恩大学法学院副院长Alexander H. E.Morawa教授、国家检察官学院副院长杨迎泽教授和烟台大学法学院院长金福海教授担任。
22日下午，中国人民大学法学院副院长王轶教授主持了会议的闭幕式。全国人大常委、山东大学校长徐显明教授和牛津大学法学院院长Timothy Endicott教授做主题报告。徐显明校长指出，我们要更新法学教育的理念,应坚持三个本位:第一个本位是在法学教育功能上应以人才培养为本；第二个本 位是法学教育的层次上,基于中国的现状,我们应以法学的本科教育作为我们的立足点；第三个本位是法律人才培养应是能力本位,而不是学术本位,也不是知识本 位；法学教育未来还要做一件重要事情,就是推动中国司法一体化,司法一体化包括知识结构的一体化、司法职业伦理的一元化、价值的一元化、从业标准的一元化。
韩大元院长致闭幕词，他指出，为期两天的中欧法学院院长联席会议圆满结束，大家达成了共识，共同认识到法学教育对于国家法制的发展，对维护人类和平发挥着重要作用，实现法学教育的价值、使命和责任。
本次大会通过了“第二届中欧法学院院长联席会议——北京宣言”，与会院长、学者一致认为，将本着“平等协商、自愿合作、寻求共识”的原则，加强合作，共同 推动中欧法学教育交流的深入发展。今后，中欧双方将定期轮流举办“中欧法学院院长联席会议”，使之成为中欧法学教育交流与合作的平台，以推动中欧法学教育 的深入交流和共同发展。为加强合作交流工作的开展，中欧法学院院长联席会议将设立中欧法学交流协调委员会，由中国人民大学法学院朱岩教授担任秘书长。
会议期间，韩大元院长分别会见了慕尼黑大学法学院副院长Moris Lehner教授、德国柏林洪堡大学法学院院长Reinhard Singer教授、卑尔根大学法学院院长Asbjørn Strandbakken教授、西班牙巴塞罗那自治大学法学院院长Josep M. de Dios Marcer教授、奥地利维也纳大学法学院副院长August Reinisch教授、秘鲁太平洋大学法学院院长Fernando Cantuarias Salaverry教授、葡萄牙天主教大学法学院院长Luís Barreto Xavier教授，就人大法学院与各法学院开展院际之间的学生交流、合作研究项目等进行商谈。
据悉，首届“中国—欧洲著名法学院院长联席会议”曾于2000年6月12日在中国人民大学举行。会议在中外法学界产生了较大影响，宣传了中国法治建设和法学教育取得的成就。
